Lau Kim Seng
Kim Seng has over 20 years’ experience in Port and Supply Chain Management and in industrial properties marketing and management.  His qualifications include the Master of Business Administration from the National University of Singapore and a Diploma in Shipping and Port Management jointly awarded by the Singapore Port Institute and University of Delaware, USA.
His port and supply chain management experience includes managing general and bulk cargo terminal as well as logistics and shipping business development in Singapore, Vietnam and Indonesia. He has substantial project cargo logistics management experience when he worked with ExxonMobil’s logistic team in managing their World scale Petrochemical Plant expansion Project on Jurong Island, Singapore. 

Kim Seng started his career with the PSA Corporation. In that role, he was exposed to various management portfolios including the management and marketing of PSA’s vast warehouse and industrial holdings. During that stint, he started up and managed a joint venture paper products logistics company with PSAC. 

He then moved to Jurong Port Pte Ltd where he was responsible for the efficient and productive utilization of berths for the General and Bulk Cargo Terminals, which handled an average of over 700 vessels calls per month.  He was involved in infrastructural planning and operational procedures improvements to ensure that Jurong Port would be able to accommodate cargo from the planned closure of Pasir Panjang Wharves due to PSAC’s container terminal expansion.

From Jurong Port, he moved to Bulk Shipping line IMC and then to ExxonMobil as part of their logistics team managing the transport and delivery of mega-sized Project cargoes for the expansion of its Petrochemical plant in Jurong Island.


Sethunarayanan, S is a seasoned engineering professional with over 30 years of experience in the fields of civil, structural, coastal and marine engineering. His expertise trespasses port and harbour works, shipping industry, buildings, environmental projects and energy related projects in loading and unloading petroleum products.  He is experienced in planning, analysis, design construction and supervision of infrastructure projects, port and harbour structures, jetties, out-falls, industrial structures, bridges, drainage projects, etc. 

He has a Bachelor’s degree in Civil Engineering from Annamalai University and a Master of Civil Engineering from the Indian Institute of Science.  He has been practicing as a Registered Professional Engineer and is a Senior Member of the Institution of Engineers, Singapore since 1982.

He has held senior/management level positions in many international marine engineering companies. These include Port of Singapore Authority (PSA), SPECS, Kvaerner Engineering and Construction, Worley Parsons, American Bureau of Shipping (ABS), CDM International, Boskalis, and GMAPS.

His major projects in Singapore include Marina Barrage, Changi outfall for deep tunnel sewerage system, marine terminals for various oil refinery companies such as SRC, ESSO, Mobil, Caltex, GATX Terminals, Shell, Total etc.

His major international projects include Mumbai Port Trust multipurpose berths (ADB financed Project), Aden Container Terminal, Port improvement studies for two ports in Bangladesh (ADB financed Project), Jazan Economic city port project in Saudi Arabia etc.


Tommy Tan
A shipping and maritime professional with more than 35 years of experience in operating various type of ships including general cargo, container vessel, break bulk, heavy lift vessel and tankers.

A Class 1 Master Mariner, Tommy started his sea going career with Neptune Orient Lines (NOL) under their sponsorship scheme. He later held managerial level positions with various international carriers such as Nedlloyd, P&O, Hanjin Shipping, National Shipping Company of Saudi Arabia, China Shipping, Inchcape and Star Shipping.  His expertise included being port captain, cargo superintendent and the business development of ship agencies for ship owners/operators and cargo interests. He frequently travelled to various regional terminals/ports to evaluate and secure terminal service contract for the shipping lines. Expanding his role, he had also held port agency positions representing Suez Canal, Egypt and Panama Canal in Panama.

He later moved to Jurong Port, where he was responsible for the safety and efficiency of the port operation for the General and Bulk Cargo. He successfully managed the start-up operations of the lighterage terminal at Penjuru Lighter Terminal, the wooden craft operations at Jurong Port, the introduction of the vessels performance/productivity scheme and the implementation of the cargo tracking system in the port.

From 2009 to 2011, Tommy was appointed by Ministry of Trade and Industry,  SPRING Singapore to the  Accreditation  Council of  Cargo Inspection
Bodies – Bunker Surveying.


Alan Eng
Alan Eng has over 30 years of experience in port, shipping and logistics management. He qualifications include the Bachelor of Arts (National University of Singapore) and the graduate Diploma in Marketing Management (Singapore Institute of Management). He is certified as a Certified Professional Logistician (CPL) by the Chartered Institute of Transport. He has attended the Asian International Executive Program at INSEAD Singapore.

He started his career in Straits Shipping as a Management Trainee. He then worked for Jesselton Shipping, Jesselton Holdings and Jesselton Logistics where he was Operations Manager/ Operations Director, Director of Projects and Vice President Logistics respectively covering fleet management, shipping agency and container shipping services and third party storage of LCL containers. His spent a short stint as Business Development Manager at Sembawang Maritime, where he spent some time on tug and barge fleet management and subsequently in business development covering ASEAN and China. Moving on to Logistics Management spent some years as Operations Manager for OCWS Logistics managing a fleet of prime movers and a team providing the full business suite of services to their clients.

Subsequently, he made a switch to port management when he joined Jurong Port as Senior Manager, General Cargo department. He played several roles later. This includes the Head, General Cargo Operations, assisting in the start-up of Jurong Port’s joint venture in Rizhao, China and as Head, Commercial Section of the General Cargo department.


Teng Ker Kwee
Ker Kwee has over 35 years of working experience in Safety, Health and Environment. His extensive SHE experience covered port, offshore supply base, oil storage tank terminal and project management. He is a Registered Workplace Safety & Health Officer registered with MOM and a Fire Safety Manager with the SCDF. Coupled with this, he has a Diploma in Mechanical Engineering.

He started his career with JTC as a Fire Safety Officer where he spent 13 years in ensuring safety at work as well as fire safety at Jurong Port and the then Jurong Marine Base.

He then joined Tankstore, an independent oil and petrochemicals terminal of 1.2 million m3 and 10 jetties. He spent over 12 years at Tankstore managing Health, Safety, Security and Environment and acted as Quality Manager. He then worked for 3 years as Vice General Director at the JV, Petrolimex, Vietnam. His roles covered feasibility studies, FEED and detailed engineering for the construction of a ½ million-m3 storage terminal with 4 jetties capable of accommodating tankers up to VLCC size.

On his return, he joined Audex Pte. Ltd as Project Manager overseeing the site HSSE, pre-commissioning of the 800,000-m3 terminal at Tanjong Bin, Malaysia. He was later promoted to Group SHE Manager responsible for SHE management of local job sites and in Fujairah, Dubai, and UAE. In that role, he was responsible for management of OHSHAS 18001, ISO 14001 and bizSAFE Level Star.
